Terms of service

Effective September 20, 2026

These terms govern your use of FedOAR (the “Service”). FedOAR is operated by OARBuilt (“we”, “us”), OAR Built · Maryland, USA. By creating an account or subscribing to a digest you agree to them.

1. What the Service is

FedOAR collects publicly available federal contracting notices from SAM.gov and award records from USAspending.gov, matches them to profiles you create, and presents summaries (“briefs”) in plain English. Briefs are generated automatically, in part with artificial intelligence, from the text of the notice.

2. What the Service is not

  • FedOAR is not affiliated with, endorsed by, or operated by the U.S. Government, the General Services Administration, or SAM.gov.
  • FedOAR does not register, renew, or maintain SAM.gov registrations and never charges for doing so. Registration is free at sam.gov.
  • FedOAR is not legal, accounting, or contracting advice. Eligibility, size standards, set-aside status, deadlines and requirements are determined by the official solicitation and the contracting officer, not by us.

3. Accuracy

We work hard to keep summaries faithful to the source and we link every brief to its official notice. Government data can be incomplete, late, or amended, and automated summaries can contain errors. You are responsible for verifying every date, requirement and eligibility criterion against the official solicitation before relying on it. To the fullest extent permitted by law, the Service is provided “as is” without warranties of any kind.

4. Accounts, plans and payment

The free demonstration requires a confirmed email address and does not create a subscription. Paid enrollment is not open. The proposed $29/month pilot covers one company profile, one receiving email address and one source-reviewed weekly shortlist of up to five potentially relevant notices, including an empty-week message after a current-source review when none pass, plus factual correction handling. Ongoing tracked-change monitoring and fixed support-response times are outside the initial offer. Verified checkout will state the payment provider, taxes, renewal, cancellation and paid-period access terms before any payment. Refunds are described in our refund policy.

5. Acceptable use

You may use the Service for your own firm. You may not resell, scrape, or bulk-redistribute the Service’s content or use it to send unsolicited email. You may not use the Service to impersonate a government body.

6. Intellectual property

Government notices and award data are U.S. Government works in the public domain. Our software, design, brief format and text are ours. You receive a personal, non-transferable license to use them through the Service.

7. Limitation of liability

To the fullest extent permitted by law, our total liability for any claim relating to the Service is limited to the amount you paid us in the twelve months before the claim. We are not liable for lost bids, lost profits, or indirect damages.

8. Changes and termination

We may change the Service or these terms; material changes will be announced by email at least 14 days before they take effect. You may close your account at any time. We may suspend accounts that violate these terms.

9. Governing law

These terms are governed by the laws of the State of Maryland, without regard to conflict-of-law rules. Disputes will be resolved in the state or federal courts located in Maryland.
